There is a distinction between the Book of the Covenant and the Book of the Law. This means there was a change in the priesthood. The change resulted in a Levitical Priesthood instead of a Melchizedek Priesthood. Rather than Israel becoming a nation of Priests, they became a nation under a priesthood.
